I'd probably be available for some reconnaissance of the facility over the weekend if anyone is interested in tagging along.

Navin, my bike is in the shop at the moment, so would I be able to borrow yours?

THE BIKE IS NOT MINE!!!!! lol the third time I had to mention that in the thread!!!
If anyone keen to go on a weekend please let me know I will come along. We can make the meeting place Hamacho station ticket gate.
Route if your planing to go alone - Hamacho station A2 exit and take the elevator to the 1st floor. Then walk straight till the main road and turn left. Then walk straight until you come across a bridge. On the left hand side are the nets.
Kris - I don`t really know how they book it but to be on the safer side I prefer not mentioning cricket(otherwise answer will be an involuntary NO). I don`t see a problem going there and playing without booking, for the past 2 years I played cricket with my friends over there with soft ball. It took time for me to realize that We can practice here with cricket ball as well.

I'll probably go mid-week. IF we have to ask someone and IF we mention cricket we might have to explain it and that would not always be good, e.g.

US: "Like, yeah, we fling this round rock-hard hunk of leather INTO your nice carpet..."
THEM: "Into..."
US: "But keep your arm straight and no underarm"
THEM: "I see..."
US: "And our bats are flat on one side... and no foul balls, but we have no balls"
THEM: "But how is this possible!?"
US: "And we have long leg, short leg, silly mid on AND off, covers, maidens, slips, bouncers, yorkers... and we rotate our ends"
THEM: ............................................ (security arrives to escort us out of the building)

Let's not mention cricket until we ABSOLUTELY must. Or Navin's hog.

my research might get nowhere if it's not what Navin found, but the whole deal is this:
we need to fill in a form at sports and recreation department at Chuo Kuyakusho with a name in contact. After registering it, we can book the nets online. They only provide the place for a group or a team, and we do need to specify the use of the ground, which they say is limited for some specific sports like baseball or soccer. they have no idea what we are gonna do there..

im wondering if this is the one Navin mentioned because the nets i found is not under the Shutoko Mukojima Line but alongside of it - it's not really avoiding rain. However, a lot of similarities to Navin's: concrete pavement covered with artificial turf, nets around the ground, lights and distance from the station.

as to the first come first served deal, the place im looking at is not officially open to the public though some kids use it when its open.

i can do the follow-up if you can get me more clues.

Koji, There are few things which looks odd to me,
1. Nets are 100% under the highway. I am sure about that because even on rainy days I go there to practice.
2. It is open 24/7. I haven`t seen it locked at least once so far. And many people use it when its free.
Maybe tomorrow I will get some photos of the way to the nets and how it looks like and upload it here. It will be helpful. And if we can book the nets it will be really good!!
Thanks for the help!

Navin,
grt
This place is near for me than Kashiwa but no comparison with Kashiwa facilities.
& its dangerous to use Leather ball at this location . Indoor balls are fine.

I am ready to practice on weekends even if 2-3 members there ( Saturday most probably ) .
How much would be cost of it for 2-3 hours. !

Okay Navin,

I will inform you 2-3 days before.
If your friends wants to join us then would be great.
Probably last week of this month or from September we can regularly start the practice there..

We would be needing Indoor balls. i think we need to arrange those.

I am okay anytime next week, probably, though if it continues to be 35 degrees each day I might think twice! What day is okay for you?

@ Varun and Kris, Please let me know if your planing to go, I will also come down.
@ Prashant, Sure. I don`t think playing with the cricket bowl is dangerous over there. I played with it last few weeks and it was not a threat to bat over there with the cricket ball. Bounce is even not uneven.

well kris,
I am very sure the weather will remain the same for a month or so.so i guess weather should not be accounted for as far as our practice is concerned.
I have got holidays from 12th- 15th this month so let me know in advance what day is convenient for all you guyz so that we can meet up for a practice session
